An asylum applicant bears the burden of proving that under the Immigration and Nationality Act (“INA”), they are a “refugee”: a person who is unable/unwilling to return to their country of origin because of past persecution, or a well-founded fear of future persecution, on account of protected grounds. As a result, asylum applications must include comprehensive country information that helps to establish why an applicant should not be returned to their country of origin.
